Federal elections laws ought to be the same across the country. Having worked in accounting departments, audits were done by professional auditing companies. They take skilled auditing seriously. States auditing their own elections is weak. We saw how they won't find what they don't want to see, when others can see it. They didn't care about anomalies, statistical impossibilities, algorithm patterns, etc. Election integrity is still not the priority it should be. They have become very skilled at fraud techniques, but auditing techniques are sloppy. It's a poor reflection on our government.
Linda: Although I agree with your sentiments, the Constitution has determined that this is a State matter, so the federal government can not force States to have an audit, etc.
That explains why particular states' leadership felt confident that they could create their own "rules" to their benefit. If their accountability is only to their state/local leaders, even though it affects a federal election, perhaps the Constitution protects them in a way not intended.

It would be good if you could send what you want for a public key like "Pope-King-Man" and the gov would use that and generate a private key stored on a dedicated USB plug-in. Whenever you communicate or they communicate with you it would be encrypted and you plug in the private key and it unencrypts.
Open-source and dep of defense you provide a little funding to a few universities know for excellence in programming and would be a hub for others to submit bug reports and security concerns.
Each vote case would generate a number on a fortune cooks size receipt and you can check your vote by entering that number and check if it was recorded correctly.
And that database would be open to anyone to download the any number of range of numbers or list specific numbers and see the votes and run statistics on the database recorded votes, and a list of numbers that contain test vote records, and if a vote scanning device where the voted fills in with number 2 pencil, once every hour whenever an election monitor choices he grabs one of the pre-filed test ballets and runs it through, repeat once per machine, for a touch screen voting system the election monitor grabs the a 'input vote paper' and selects those set of votes, and make those votes, and takes the small receipt number and staples it to the input vote paper, at end of voting the receipt number is entered for each numbered test 'input vote paper' and they all checked in the database on line, the list of receipt numbers is published so people doing statistics will exclude those records.
An automatic phone system will allow voters to report any mis-recorded votes by entering their receipt number and the election monitor will check the memory of the voting machine used and compare. Weather there is a difference or not, the incident and the number is logged.
I'd also send them my suggestion to end universal suffrage - full citizenship should be earned.

Your comments and recommendations are excellent as always, but these proposed "recommendations by the EAC" shouldn't be 'voluntary', they should be mandatory. We know any audit conducted by democrats will be suspect. Paper ballots, hand counting, ballot verification and legal ID, these are all common sense actions to true the vote...if the SAVE ACT doesn't pass, it's all over for this country. The fact that half the citizens don't think you should have to be a legal resident of the USA to vote here is beyond outrageous, it's treasonous. Alter AI gave some pretty interesting answers when I asked what the connection was between Smartmatic and Dominion voting machines. It's all in the encrypted codes.

That's why the federal government here is simply providing advice, and compliance is voluntary. Dr. Droz' comments are correct. I spent considerable time studied his team's election analysis thoroughly as a concerned citizen and found them to be believable and convincing. Those responsible in the election commission would find Dr. Droz' exceptional group of qualified people on his team conclusions to be very concerning and directive to points of vulnerability in all states. I live in Spokane, WA and our ballot dropoff boxes have no security 24 hours a day. Collected fraudulent undelivered ballots in apartment complexes can easily be stuffed in the boxes at night. I emailed our county election supervisor, Vicki Dalton, and she then blocked my future emails after assuring me not to worry about it. I still worry about it since the volnerbility is so obvious. Please take Dr. Droz' analysis and recommendations seriously.
